Situation

A request returns 403 Forbidden and your loop retries it.

Symptom

The same 403 comes back on every retry.

Cause

403 means the server understood the request but refuses to fulfil it, and the client should not repeat it with the same credentials.

Fix

Do not retry on 403 with the same token. Check scopes, permissions, the account or organization policy, and whether the 403 is really a rate limit (see PC-005).

Snippet

curl -s -D - -o /dev/null -H "Authorization: Bearer $TOKEN" "$URL"

Verify

Print the response headers. If a retry-after or x-ratelimit-remaining: 0 header is present it is a rate limit, otherwise fix scopes or permissions.
