Every retry fails, and the response has no retry-after header.

Cause

A tier spend-cap 429 has no retry-after header and keeps failing until access resumes.

Fix

Check error.details.error_code for enforced_spend_limit_reached. If it is present, stop retrying and escalate to whoever manages the account.
