An OpenAI request fails and you treat 429 and 503 the same way.

Symptom

You back off for the wrong reason or too slowly.

Cause

A rapid traffic increase returns 429 with code slow_down. Model overload remains 503 with server_is_overloaded. Retry-After may be present on both.

Fix

Check the error code as well as the status. Follow Retry-After when present, then ramp traffic up gradually.
