Situation

A repository mixes several instruction files.

Symptom

Copilot follows a different file than you expected.

Cause

Copilot supports .github/copilot-instructions.md, path-specific instruction files, and AGENTS.md files where the nearest one in the directory tree takes precedence. A single CLAUDE.md or GEMINI.md in the root is an alternative.

Fix

Place AGENTS.md next to the code it governs, and avoid contradicting rules between levels.

Verify

List which instruction files exist, and check that nested AGENTS.md files do not contradict the root one.
